Our life situation concept often goes beyond the scope of individual authorities In a life situation, the prescribed official procedures naturally overlap with one another as several authorities have to manage the contents of one life situation (for example, in the case of a birth: the civil registry office, registration office, tax authority and social service department). Furthermore, the editing of the content by one department for the others would perhaps be unacceptable, as each authority has its own interests – though each internal editor naturally strongly promotes his/her strongest field of knowledge. Cost planning and control is made difficult due to the competency of several departments. In addition, there is the problem of co-determination by several departments – hence the saying “too many cooks spoilt the broth”. Voluntary or “certain” editors have to process information from different specialist departments to make it suitable for the media. Scope for different interpretations thereby arises, which can be detrimental to the comprehensibility and the language style. Moreover, it is important to take into account the different priorities of each authority and to create resources for answering general questions.
