Requirements
One challenge in every e-Government project is to connect the needs of citizens to the conditions within the world of officialdom.
The needs of citizens Each citizen, each company wants to carry out official procedures as simply and as “painlessly” as possible. This requires inter-authority information, whether from the state, region, local authority, special interest group or social insurance institution. The important thing is that the contents and background information should be clear and comprehensible. An additional concern of citizens is to make a positive contribution towards developing the system further with their own ideas and suggestions.
Each authority predominantly offers information which is specific to its particular department and is ordered and subdivided in a hierarchically correct way. Within the authorities, it is mainly legal texts that are regarded as correct. However, these texts give citizens the impression that the authorities are just being self-important.
The solution for presenting complex official texts in a citizen-friendly, comprehensible way is therefore: a "life situation concept".
