net-value: the e-Government specialistsEver since our company was established in 1996, we have dedicated ourselves to the requirements and needs of e-Government.
The problem of every e-Government project is to establish a connection between the needs of the citizens and the reality of the administrative agencies. The needs of citizens Citizens and private enterprise owners want to make their contacts with government agencies as easy and "painless" as possible. This includes information across several agencies, no matter whether they come from the federal, state or local level, or social security. Clear, understandable content and background information is essential. Another issue for citizens is an opportunity to make a positive contribution to the further development of the system with ideas and suggestions. Authorities primarily offer specific information about their field of responsibility, which are presented in the right hierarchical order and structure. However, government agencies tend to look to the text of the law for accurate guidance. This is perceived as a self-display by citizens. Our role therefore is to develop the "Internet, as people think", with the following goals:
Our life situation concept frequently "breaks through" the boundaries of individual agencies In many specific life situations, the mandated government processes may blend together, since - Several authorities are involved jointly in tending to the life situation (in the example of a "birth": vital statistics office, county clerk, tax authorities, social security office). In addition, it may not be feasible to have one agency take over as the central publisher, since every agency represents interests of its own, and every internal editor will focus on his or her area of specialization. Cost planning and controlling is also difficult when several government agencies are involved. This is compounded by the input of many different offices, and the proverb rightly claims: "too many cooks spoil the broth." Volunteer editors or "appointed" editors must prepare information from a variety of departments in a way that is suited for the media. This creates interpretational differences that can affect the clarity and writing style.
